Waterfowl guides sell a seat in a blind or field spread, so the questions that matter are about the water or field, decoy spread, retrievers, party size and which public or private land the hunt is on.

Fully outfitted
The outfitter supplies the guide plus camp or lodging, meals and field logistics (for example vehicles or boats) as one package.
On 2026-10-23 TPWD's commercial-licenses page listed commercial fishing guide licenses (fee table) but we found no separate hunting-guide license there. We therefore do not assume a Texas state guide license exists for hunts on private land. Ask each outfit what permit or registration it holds and confirm it with the issuing agency; contact TPWD if unsure. Source(read October 23, 2026)
Not a legal conclusion: finding no license on the pages we read does not mean none exists. Ask the agency what applies to paid hunting guides.
State wildlife agency: Texas Parks and Wildlife Department (link checked October 23, 2026). Texas rules change: check with the agency before booking a hunt or operating as a guide.
First Shot Outfitters and TC Outfitters. The service-level table above shows which are guided, fully outfitted, semi-guided or drop-camp.
What should I ask a Texas waterfowl outfitter?
Is the hunt on private land, public land or both, and what covers the guiding on public land? How many hunters per blind, and are retrievers provided?
How do I check a Texas outfitter's license?
Start with Texas Parks and Wildlife Department (TPWD) (TPWD commercial licenses). See the Texas section on its state page for what we could confirm and the date we read it.
